Leo was created in March 2003 by the City of Luxembourg in response to increasing EU deregulation of electricity and gas markets. The City of Luxembourg commune administration network was creating a commercial structure to meet the requirements of a deregulated energy market.
In response to the needs of a service for high-quality customers, the Leo customer centre was opened on 9 March 2006 on Boulevard Roosevelt. The centre targets the residents of the City of Luxembourg, and includes a customer queries unit, a call centre and a back office.
Since 1 August 2007, legislation in connection with the national electricity and natural gas markets has stipulated an organisational separation for network management activities and energy sales. Within this context, the authorities in the City of Luxembourg decided to transfer its electricity and natural gas supply activities to Leo S.A.
Over the years Leo has become a major supplier offering top service quality, and has made its mark among the public at large.
On 6 December 2010 the commune council of the City of Luxembourg agreed to integrate the city's electricity and natural gas networks with Creos Luxembourg S.A., and also agreed to the purchase of stakes in Leo S.A. by Enovos Luxembourg S.A. The Boards of Creos, Enovos Luxembourg and Enovos International (nowaday Encevo) had already given the green light to the integration process.
This rapprochement of the Enovos Group, the City of Luxembourg and Leo forms the basis of the creation of a major energy player in the Grand-Duchy of Luxembourg and the Greater Region, with a solid financial basis, a customer portfolio and the required expertise to carve out a major share in Europe's deregulated energy market.
